SpaceX was awarded an eight-launch, $733 million contract by the U.S. Space Force on Friday, as part of an ongoing program intended to foster competition among launch providers. The problem was, it says that the WinCC V7.0 SP3 is compatible with Windows 7.  But not all of the version update of Windows 7 SP1 was ok. So when you get a similar problem, you might consider using the original version of Windows 7 SP1 Professional (in my case). I think the problem was from the SICAM SCC V7.02, then I am using the same version of the SICAM SCC and upgraded the WinCC Project into V7.0 SP3. Finally, it works.
